Youve done a nice job quantifying your resume--just focus on bullet points only, no need for summary above bullet points. And keep it consistent.
I would like to see specifics. Which awards? What talents? Show us.
Consider adding a skills section. Focus on hard skills: language, computer that are specific to the type of work youd like to do.

Fireinthesky, if you're looking for green energy company's in DC, I suggest getting in touch with Clear Currents (cleancurrents.com), a Rockville based startup in the green energy space. Also, I've heard SmartPower is hiring (smartpower.org). If you're interested in either opportunity, comment back on my resume and I can put you in touch with a few people I know at those organizations. Before sending your resume in, however, I suggest you make a number of improvements. First off, you need to keep your resume to one page. Second, remove the summary piece and consider adding a skills section. See additional comments left. Best of luck.
Overall, this is a very decent resume. There is a lot of text, though. To maximize your chances of having the entire thing read, I would cut out some sections. Maybe you can remove the qualifications summary and show how you have these qualifications through your professional experiences. If you still need to cut, maybe start with your oldest job, as it might not be as revelent as the others.
