An interesting format choice - pretty much, this is a functional resume. These are usually reserved for people who are trying to hide their age becuase they are older! Many HR and recruiting people dont like these because they cant see WHERE youve done what. I would suggest considering a reverse chronological version. You can still list "Highlights" with some key info at the top, but incorporate your main skills and accomplishments in the job descriptions. I think you will have more luck with that format at this stage of your career.
Recruiters are looking for the following in a predicatble order: education, work experience, skills. Dont make things difficult.
Excellent work with your education section.
Your skills should list only skills, keep your bullets for your work experience. That is your most important section.
Add bullet items here. This is where recruiters should focus, give them details here.

Mdflyons, interesting start to your resume. You have an excellent academic background, but have taken a non-traditional approach to building your resume. I would say you should have the following categories in this order: Education, Work Experience, Skills. Be sure to look at other top rated resumes on Razume. See other comments left. Best of luck.
I'm sorry, but my honest feedback is that I would have spent 10 seconds on this resume, and then thrown it in the trash.
