Blue... slightly risky choice -recruiters are sometimes very conservative.
In my opinion none of your bullets are "qualifications" per se... they are skills. Dictionary definition for qualification = a condition or standard that must be complied with (as for the attainment of a privilege). For example taking a driving test and passing -> qualification for drivers licence.Use skills. Place them last, because work experience is the most important info, followed with education.
Date would indicate that job is completed (2006-2008). So why are you using "now maintain". Change to maintained could be appropriate.
GPA, hons, scholasrships, major, minor. These could be interesting.
Might bee too long list. Quick and willing learner is not very meaningful info, when it comes from you (not quantified).MS word etc. could be summarized in MS Office and combined with "Commanding knowledge..."

Your resume could fill more of the page (vertically).
Dates are too prominent. They are less important than your employer /job title. So place dates last.
If you can quantify your bullets, it would be helpful ("Streamlined shipping of products from two days to same day" is excellent).
I would not use blue. Professional recruiters are somewhat conservative (except Advertizing industry)
doh, of course horizontally...
